Many lottery players buy tickets with the hope of winning the big prizes. But sometimes the game they are playing no longer has a top prize.

The I-Team counted at least 22 scratch-off games listed on the Wisconsin Lottery's website with zero top prizes remaining. Some games cost $1 and others as much as $20.

"I think it's unfair actually. If you already won, what are you playing for?" questioned one lottery player we talked to.

The Wisconsin Lottery told TODAY'S TMJ4 retailers selling scratch-offs "receive weekly top prize reports and are required to display them."
