MILWAUKEE -- On April 20, Governor Tony Evers announced the 'Badger Bounce Back' plan, a phased approaching to reopening Wisconsin's economy.
Before Wisconsin can lift the Safer at Home order and begin to reopen, among other factors the plan says that Wisconsin must first see a 14-day downward trajectory of coronavirus case numbers as a percentage of total tests.

Wednesday update: A slight bump up in the percentage, but consistent with the wobble we have seen over time. Out of 4,654 people tested, 291 were positive. That's about 100 more than yesterday. Our strong downward trend continues to hold strong.

We calculated this number by first combining the daily numbers of positive and negative tests, to find the total number of tests conducted. To determine the number of new tests conducted, we subtracted the total number of tests conducted from the previous day’s total. Then we divide the day's new positive test results (also determined by subtracting the previous day’s totals) by new tests conducted to find the day's percentage.
