Phillips, 23, is rated as the Brewers' 10th-best prospect, according to MLB.com.
Phillips is batting .297/.369/.589 with 25 extra-base hits in 175 at-bats for Class-AAA Colorado Springs.
Milwaukee acquired Phillips in 2015 when the Brewers sent Carlos Gomez and Mike Fiers to Houston at the trade deadline.
