Did Milwaukee cheat when testing water for lead?

MILWAUKEE -- A newspaper's investigation reveals claims of deceitful lead testing practices in water. Milwaukee is on the list of cities that may have cheated the system. 

The Guardian newspaper claims City of Milwaukee workers were using a method that is now no longer recommended by the EPA, that could conceal dangerous levels of lead. The method Milwaukee city workers used distorted results, is called "pre flushing," the report says.
