Family: Woman killed on I-43 an 'amazing talent'

MILWAUKEE --  Several drivers called 911 after seeing a woman on the freeway Monday night. She was struck and killed.

The Milwaukee County Sheriff's Office released 911 calls Wednesday and for the first time, her family's talking about what happened.

You could hear the concern in the callers' voices.  One by one calling out for help.  Some stopped to see what they could do, and for that, the family's very thankful.

Bailey Hallio was on a portion of I-43 near 10th and Michigan that is four stories off the ground. There is no word on how she got there.

Those who called 911 had trouble seeing in the dark, giving a good account of what Hallio looked like, or what exactly she was doing.

911 dispatcher:  "Can you tell me what was he doing, just walking or?"

911 caller:  "He was just standing there."

Callers who were able to swerve out of the way told dispatchers that, but one did not. An SUV hit her and then kept going, but the driver later returned to the scene where other witnesses had gathered.

911 dispatcher:  "Caller?"
911 caller:  "Yes."
911 dispatcher:  "Ok you said she's laying in the road?"
911 caller:  "Yes. I have a man sitting alongside of me. He said he hit something but he don't know what it was."

Hallio was just 23 years old. She was a young artist with a talent for drawing dinosaurs and dragons.

"And she could do portraits of people, she could draw basically anything she wanted. She had amazing talent," said Sheena Hallio, cousin.

It's been said Hallio was dancing on the freeway Monday night in the Marquette Interchange, but her family doesn't believe it.

"No one knows her the way her family knows her and to judge someone just off of what you see, an accident that happened, is just unbelievable," said Hallio.

The Milwaukee County District Attorney is now considering charges against that driver for leaving the scene of an accident.
